Focus Areas: Housing

sidewalkRegional Council has placed priority on increasing the supply of affordable housing in Peel. For example, the Strategic Plan 2015-2035 establishes “Increase Affordable Housing” as a Term of Council Priority (ToCP). As the Service Manager for housing, the Region of Peel is currently working towards implementation of the 10-year Peel Housing and Homelessness Plan. In addition, housing was approved as a focus area for the current Peel 2041: Regional Official Plan Review.

Background

The Peel 2041 housing focus area builds on previous work, including the 2010 Region of Peel Housing Strategy. Developed to satisfy the requirements of the Growth Plan for the Greater Golden Horseshoe and Provincial Policy Statement, the Housing Strategy set out a plan for meeting the full range of housing needs. As a result, the Peel Region Official Plan includes a series of housing policies related to the supply of affordable housing, affordable housing targets, retention of existing rental housing stock, energy efficient housing, housing options for persons with special needs and diverse populations, and barriers to accessing housing.

Peel 2041 Housing Focus Area

As part of the current Regional Official Plan Review, the housing focus area involves proposing policies with the key objective of increasing affordable housing supply. These proposed policies will respond to drivers such as Planning Act changes resulting from the Strong Communities through Affordable Housing Act, 2011 (Bill 140) and Promoting Affordable Housing Act, 2016 (Bill 7), execution of Regional Council’s September 11, 2014 resolution (2014-721), and implementation of the Provincially mandated Regional Official Plan (OP) Annual Minimum New Housing Unit Targets.

Consultation

In order to be consistent and implement Provincial legislation, policy and Peel Council direction, staff have reviewed and analyzed affordable housing data, available housing legislation and policy tools, research on best practices and case studies, and developed draft housing policy directions that may inform a future housing Regional Official Plan Amendment. This work has been documented in the Affordable Housing Background Paper, which will be used to consult with communities and stakeholders.

In the Affordable Housing Background Paper:

  • Results of measurement and monitoring of housing stock, including affordability thresholds and estimation of second units in Peel,
  • An overview of legislative and policy frameworks and tools,
  • Best practices and case studies for affordable housing, and
  • Analysis and housing policy directions for Peel.
