Regional Council decision on Bolton Residential Expansion

On December 8, 2016 Regional Council adopted ROPA 30 to expand the Bolton Rural Service Centre settlement boundary based on Option 6 and the Triangle Lands – Notice of Adoption of ROPA 30 (PDF, 119KB) and By-law 67-2016.

The Region has received additional comment submissions from the Central West Local Health Integration Network, City of Mississauga, a Caledon Area Councillor, Bousefields Inc., Weston Consulting, Larkin Land Use Planners, GWD Professional Planners, and Aird & Berlis and can be downloaded at the Comments Submitted webpage.

Regional Council Meeting Report, Staff Recommendation

A Staff Report (PDF, 3.5MB) has been prepared for the December 8, 2016 Regional Council Meeting with a staff recommendation to expand the Bolton Rural Service Centre. The report is located in the December 8, 2016 Regional Council Agenda or at staff reports.

It is acknowledged that Regional Council may wish to choose options other than the staff recommendation.  Draft ROPAs have been prepared based on Option 6 and the Triangle lands which are the subject lands directed by Council for statutory consultation, as well as Option 3 and the Rounding Out Areas which are the subject lands submitted by the Town of Caledon:

The Region has received approximately 140 stakeholder response submissions as a result of the Region's circulation letter (PDF, 260KB), the Public Meeting on February 18, 2016, the circulation of the Discussion Paper, the July 7, 2016 Council Report - Agenda Item 9.4 (PDF 18.4MB), and the July 21, 2016 Presentation in Response to Request for Supplemental Information: Bolton Residential Expansion ROPA Application - Council Agenda Item 6.1. Proposed Regional Official Plan Amendment (ROPA) for Statutory Public Consultation

On July 21, 2016, Regional Council made a decision to proceed with a proposed ROPA (PDF 7 MB) for statutory public consultation that would expand the Bolton Rural Service Centre boundary to incorporate the areas known as the "Option 6" and the "Triangle" lands.

Regional Council Meeting Report, Request Authorization to Hold a Public Meeting and Open House

A staff report has been prepared for the July 7, 2016 Regional Council meeting. The report requests Council to authorize the scheduling of a statutory public meeting and open house. The report also includes a draft Regional Official Plan Amendment. At the public meeting, members of the public may make submissions on matters including, but not limited to, the preliminary draft ROPA, the six candidate expansion options, the three "rounding out areas", and the triangle-shaped piece of land north of Mayfield Road and west of Coleraine Drive. The staff report is located under Council Agenda Item 9.4 (PDF, 18.4MB) or at staff reports.

Recommendations Report and Regional Technical Reports
The Recommendations Report prepared by The Planning Partnership and Regional Technical Reports appended assisted the Region in considering the Town of Caledon's application to amend the Regional Official Plan. The reports can be downloaded at Discussion Paper and Recommendations Report.

Discussion Paper

The discussion paper Peel Region - Bolton Residential Expansion ROPA (PDF, 1MB) will assist the Region in considering the Town of Caledon’s application to amend the Regional Official Plan. The discussion paper includes an overview and analysis of stakeholder consultation to date and evaluation themes and criteria. The criteria will be used to evaluate the expansion options.

Stakeholders are invited to comment on the discussion paper by Tuesday, May 24, 2016 and by emailing Planpeel@peelregion.ca.

ROPA Application - February 11, 2016 Regional Council Meeting

A staff report was prepared for the February 11, 2016 Regional Council meeting to provide an update on the ROPA Application and is located under Council Agenda Item 10.1.

Consulting Firms Retained

The Planning Partnership has been retained to provide advisory services to assist with the Region's consideration of the ROPA application. CIMA Canada has also been retained to assist with the transportation component of this project.

Public Comments Are Invited on the Consulting Firm being Considered for Transportation Analysis

The Region is considering purchasing the services of CIMA Canada to assist with the transportation component of this project.
Interested persons/organizations are invited to provide written submissions to Regional staff regarding potential conflicts of interest matters they want the Region to be aware of prior to a decision.

The deadline for written submissions is January 25, 2016 at 12:00 noon local time.

Public Comments on Consulting Firms that Submitted a Screening Form

The following is a list of Consultant firms that have expressed interest in providing advisory services - see RFP 2015-637P (PDF).

Interested persons/organizations are invited to provide written submissions to Regional staff regarding potential conflicts of interest matters they want the Region to be aware of.

The deadline for written submissions is Friday, January 8, 2016 at 12:00 noon local time Regional staff will assess all written submissions and eligible Consulting firms will be invited to submit a response to the Request For Proposal.

Request for Comments and Notice of Public Meeting

Your feedback on the Region's consideration of the ROPA application is welcome. The following is a circulation letter with a list of questions (PDF, 260KB). Comments and responses can be emailed to Planpeel@peelregion.ca by February 1, 2016.

The Region will be hosting a non-statutory public meeting to provide an opportunity for the public to learn more about the application (Council resolution 2015-821). A statutory public meeting in accordance with Planning Act requirements will be held in fall 2016.

Retaining Advisory Services

A Planning Consulting firm will be retained to provide advisory services to assist with the Region's consideration of the Bolton Residential (BRES) Regional Official Plan Amendment (ROPA) application - see RFP 2015-637P proposal add for instructions and timelines. Consultants may register to download the Request for Proposal at this link. The process will involve interested consultants submitting a screening form for the Region to assess potential conflicts of interest. Consulting firms that submit a screening form will have their organization's name published on the Region of Peel's webpage to obtain feedback from stakeholders regarding potential conflicts of interest. A Planning Consultant firm is expected to be retained by the Region in February 2016.
