ACCESSIBILITY ADVISORY COMMITTEE (AAC)
The Joint Peel-Caledon Accessibility Advisory
Committee met on September 18, 2007 at 1:02 p.m. in the Council Chamber, Region
of Peel Administrative Headquarters, 10 Peel Centre Drive, Brampton.

1. CALL TO ORDER
William Goursky, Chair of the Joint Peel-Caledon Accessibility Advisory Committee called the meeting to order at 1:02 p.m. and welcomed everyone present.
2. APPROVAL OF MINUTES
Maureen Tymkow sought clarification regarding Recommendation AAC-21-2007 regarding support from the Joint Peel-Caledon Accessibility Advisory Committee (AAC) for various Town of Caledon projects. She inquired as to why the Caledon Community Complex was not listed amongst the projects that had been supported by the Committee. Jeff Payne, Committee Clerk, advised that at the August 21, 2007 AAC meeting, the Committee was informed that the Caledon Community Complex project was classified as a renovation, and therefore, site plan approval was not required. Brian Lauder, Planning Department, Town of Caledon, further added that this was a Town of Caledon Project, and therefore, site plan approval under the Ontario Building Code was not necessary.
That the minutes of the August 21, 2007 Joint Peel-Caledon Accessibility Advisory Committee meeting be approved.
3. APPROVAL OF AGENDA
That the agenda for the September 18, 2007 Joint Peel-Caledon Accessibility Advisory Committee meeting be approved.
4. COMMUNICATION ITEMS
a. Ministry of Community and Social Services, dated August 24, 2007, titled “McGuinty Government Makes Good on Commitment to Provide Better Customer Service to People with Disabilities”
a. Development of Submission by the Joint Peel-Caledon Accessibility Advisory Committee (AAC) Regarding the Proposed Accessible Transportation Standards (Oral) Facilitated by William Goursky, Chair of the Joint Peel Caledon Accessibility Advisory Committee
Group discussion occurred as to the merits of a submission from the Joint Peel-Caledon Accessibility Advisory Committee (AAC) to the Province regarding the proposed Accessibility Transportation Standards. Members expressed concern that they were not subject matter experts. It was also noted that the Region of Peel provides transit through TransHelp and the “Family of Services Model” and that these services are not large scale transit systems, and as such, will not be significantly impacted by the proposed standards. As a result, the Committee determined not to proceed at this time with a collective submission regarding the proposed Accessibility Transportation Standards.
William Goursky, Chair of the AAC, requested members of the Joint Peel-Caledon AAC who are also members of the City of Brampton and City of Mississauga AAC’s to inquire at subsequent meetings of those committees to determine if they intend to make submissions in response to the proposed Accessibility Transportation Standards. Members were also encouraged to make individual submissions utilizing the Accessibility Directorate webpage available at: mcss.gov.on.ca.
Glenn Barnes requested that a copy of any staff reports or submissions regarding accessibility related issues be shared with Members of the AAC on an ongoing basis.
b. Region of Peel Annual Accessibility Plan Update (Oral) Facilitated by Meenu Sikand, Accessibility Planning Specialist, Region of Peel
Meenu Sikand, Accessibility Planning Specialist, Region of Peel provided a high level overview of the 2007 Region of Peel Annual Accessibility Plan. She noted that the key difference from the 2006 plan was the inclusion of the accessibility projects identified by the Region of Peel Accessibility Steering Committee previously endorsed by the AAC. R. Kent Gillespie, Commissioner of Corporate Services and Regional Solicitor, explained that the AAC can anticipate updates on each of the projects identified by the Steering Committee as they progress. Naz Husain requested that the AAC Chair and Vice-Chair be invited to future Steering Committee meetings on an ongoing basis. R. Kent Gillespie undertook to extend invitations to the AAC Chair and Vice-Chair to future meetings of the Region of Peel Accessibility Steering Committee.
Glenn Barnes suggested amendments to portions of the 2007 Region of Peel Annual Accessibility Plan regarding accomplishments by TransHelp.
The following recommendation was considered and received unanimous support:
That the 5th Annual Region of Peel Accessibility Plan dated September 2007, as amended, with the endorsement of the the Joint Peel-Caledon Accessibility Advisory Committee (AAC), be forwarded to Regional Council attached to a report from the Commissioner of Corporate Services and Regional Solicitor, for approval.
Members requested that distribution of the draft annual accessibility plan for 2008 allow for adequate time to review the document in its entirety and formulate any resulting feedback.
