MINUTES

September 7, 2006


PURPOSE:

To hold a Public Meeting pursuant to Section 17 (15) of the Planning Act, R.S.O. 1990, as amended, to consider an application by the Town of Caledon to amend the population, household and employment forecasts

2. OPENING OF PUBLIC MEETING

Regional Chair Kolb called the public meeting to order at 9:33 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Dr., Brampton. He stated that the public meeting was open and was being held pursuant to Section 17 (15) of the Planning Act, R.S.O. 1990, as amended.

Chair Kolb stated that if a person or public body does not make oral submissions regarding this Amendment at this public meeting or make written submissions before this proposed Official Plan Amendment is adopted by the Regional Municipality of Peel, the Ontario Municipal Board (OMB) may dismiss all or part of an appeal.

4. FURTHER NOTICE REQUEST

The Regional Chair stated that if any person would like further notice of the future passage of this proposed Regional Official Plan Amendment (ROPA), that they should give their full name, address, postal code, and telephone number, in writing, at the Clerk's reception counter prior to leaving the meeting.


5. STAFF PRESENTATIONS

a) Ron Jaros, Planning Manager, Planning Policy and Research, Regarding the Proposed Regional Official Plan Amendment (ROPA 18), to Amend the Population, Household and Employment Forecasts

Received

Councillor McCallion inquired as to whether or not water and sewer capacity were considered when developing the population, household and employment growth forecasts presented in ROPA 18.

Ron Jaros, Planning Manager, responded that those concerns could be looked at in the context of the Amendment. Regional Chair Kolb directed staff to include the potential impacts of the growth projected in ROPA 18 on the Regional water and sewer infrastructure prior to presenting the final version of the Amendment to Council for adoption.

Councillor Sprovieri inquired whether or not traffic concerns regarding the possibility of increased traffic through the southern municipalities in the Region had been considered in the development of the Official Plan Amendment.


Nick Tunnacliffe, Commissioner of Planning, responded that the intent of ROPA 18 was simply to allocate some of the population growth forecasts to the Town of Caledon, and not to determine specifics such as the location of the proposed growth. He advised that decisions about where the growth would take place would be made in consultation with the Town of Caledon, and would include studies of the impacts to the Regional Roads system.


3. CONFIRMATION OF NOTIFICATION

Ava Macintyre, Deputy Clerk stated that Notice of the Public Meeting was given in accordance with Section 17 (15) of the Planning Act, R.S.O 1990, as amended, by publication in the following news media:

Mississauga News - August 16, 2006
Brampton Guardian - August 16, 2006
Caledon Enterprise - August 16, 2006

Further, it was noted that Notice of the Public Meeting was posted on the Regional website as of August 18, 2006 (www.peelregion.ca) and the Draft Official Plan Amendment was available to the public on the website as of the same date.

7. CONCLUSION AND CLOSING OF PUBLIC MEETING

Chair Kolb advised those in attendance that comments and submissions will be taken into consideration and a final report and supporting by-law will be considered by Regional Council at a future meeting.

Regional Chair Kolb officially closed the meeting at 9:47 a.m.
