Appointment of General Committee Section Chairs and Vice-Chairs; Appointment of Members to the Audit Subcommittee and Waste Management Subcommittee; and Appointment to the William Osler Health Care Centre Board of Directors

Regional Council appointed the following Chairs and Vice-Chairs to the General Committee Sections for an 18 month term ending November 30, 2006 or until their successors are appointed by Regional Council.

Housing and Property Section:
Chair: Pat Mullin, Vice-Chair: Paul Palleschi

Human Services:
Chair: Susan DiMarco, Vice Chair: Annette Groves

Management Section:
Chair: Gael Miles, Vice Chair: Nancy Stewart

Planning Section:
Chair: Richard Paterak, Vice Chair: John Sprovieri

Public Works Section:
Chair: Elaine Moore, Vice Chair: Maja Prentice

Councillor Paul Palleschi was appointed to the William Osler Health Care Centre Board of Directors for a term of 12 months, or until a successor is appointed by Regional Council.

The following were appointed to the Audit Subcommittee: Chair Kolb (ex-officio) and Councillors Iannicca, Miles, Paterak and Stewart, for a term ending November 30, 2006, or until their successors are appointed by Regional Council.

The following were appointed to the Waste Management Subcommittee: Chair Kolb (ex-officio) and Councillors Carlson, Moore, Morrison, Mullin, Paterak, Prentice, Saito, Sprovieri and Stewart, for a term ending November 30, 2006, or until their successors are appointed by Regional Council.

Regional Official Plan Strategic Update (ROPSU) Regional Official Plan Amendment Number 15 - Amendment to Extend the Regional Urban Boundary to Include the Lands in Northwest Brampton

Regional Council unanimously adopted Regional Official Plan Amendment (ROPA) Number 15 which extends the Regional Urban Boundary to include lands South of Mayfield Road and East of Winston Churchill Boulevard and McLaughlin Road in Brampton.

Amendment 15 to the Regional Official Plan took five years to gather information before putting forward the formal application. Information was gathered from neighbouring municipalities including the Town of Halton Hills, local area residents and the Government of Ontario. In addition to considering input from the Cities of Brampton and Mississauga and the Town of Caledon, Regional Council also considered submissions from the Credit Valley Conservation Authority, CN Rail, GO Transit and the local school boards.

The Regional Official Plan was established in July 1996 and set out a 25 year policy for Peel's Urban and Rural systems. An environmental assessment will be preformed over the next five to 10 years before development starts in the newly expanded urban boundary.

Transportation Planning Highway 427 Extension

Regional Council endorsed the draft Highway 427 Transportation Corridor Environmental Assessment Terms of Reference.

The Ministry of Transportation Ontario (MTO) had previously discontinued the Greater Toronto Area (GTA) North Corridor Environmental Assessment Study, which would have studied the impact of Highway 427 being expanded to Barrie, Ontario. Instead the MTO conducted "Individual" Environmental Assessments in three parts. The Region of Peel and other affected local area municipalities contributed in the publishing of the first Environmental Assessment.

Regional Council affirmed the need for Highway 427 to be extended to the general vicinity of Mayfield/Major Mackenzie to meet the current transportation needs in eastern Peel Region and a need for a further extension to Highway 9 and beyond by 2021 to address future needs.

Regional Council encouraged staff to continue to work with the MTO and York Region, the Cities of Brampton and Vaughan and the Town of Caledon to follow the progress of the remaining Environmental Assessments.

Waste Collection in Brampton and Mississauga
 

Waste Management of Canada Corporation (WMCC) and their waste collectors, represented by Teamsters Canada Local Union 419, reached an agreement Thursday June 16, ending the six-day waste collection strike. Regular garbage and recycling services resumed on Monday, June 20.

Region-wide Organics Program

Regional Council awarded the contract for the design, construction and commissioning of a 60,000 tonne per year organics composting system at the Peel Integrated Waste Management Facility in the Town of Caledon to Maple Reinders/Christaens Group in the amount of $8.3 million (excluding applicable taxes).

Maple Reinders/Christaens Group is contracted to provide the system and technology to allow the Organics program to operate as of April 1, 2006.

Peel Youth Village
 

Regional Council awarded the contract for Provision of Peel Youth Village Programs to YMCA of Greater Toronto in the estimated amount of $2,404,655 for one eighteen month term commencing July 1, 2005 and expiring on December 31, 2006.

Peel Youth Village is an innovative project that will be responsive to the changing and emerging needs of youth. Its mandate is to provide a stable and encouraging environment in which youth ages 16-30 are supported to realize their potential and enhance their capacity.

The facility is scheduled to open July 2005.
