Volunteer/Advocate Recognition Award
 

Emil Kolb, Regional Chair presented the Volunteer/Advocate Recognition Award to Norm McLeod, Former Manager of TransHelp.

The award was presented by the Canadian Urban Transit Association (CUTA) for Outstanding Achievement/Support for Public Transit and for demonstrated achievement in improving the efficiency and effectiveness of public transit in Canada.

The award resulted from the development of a fully automated pre-paid fare collection system at TransHelp which was implemented in 1996.

2003 Region of Peel Employees' United Way Campaign
 

Emil Kolb, Regional Chair and Roger Maloney, Chief Administrative Officer (CAO) presented a cheque in the amount of $178,761, on behalf of the 2003 Region of Peel Employees' United Way Campaign to Shelly White, Executive Director, United Way of Peel Region and Marilyn Matthews, Interim Director of Resource Development, United Way of Peel Region.

The Chief Administrative Officer congratulated staff for their participation in the 2003 Region of Peel Employees' United Way Campaign and for surpassing their 2003 goal. The CAO also noted that combined with the efforts of Peel Regional Police, the Region of Peel was ranked fifth out of the top 20 organizations to raise the most funds in all of the Region of Peel.

In addition, the Region of Peel and Peel Regional Police were jointly recognized, for exemplifying the true meaning of teamwork, leadership and community giving, with the Daimler/Chrysler CAW Local 1285 Award for Best Managed Joint Union Management (JUM) Campaign.

Government Finance Officers Association (GFOA) Excellence in Budget Presentations Award
 
Emil Kolb, Regional Chair and Roger Maloney, Chief Administrative Officer (CAO) presented the Government Finance Officers' Award (GFOA) for Excellence in Budget Presentations to Dan Labrecque, Treasurer and Commissioner of Finance; Norma Trim, Director, Corporate Finance; Melodie Reaume, Supervisor, Capital Planning, Corporate Finance and Daphne Evely, Financial Analyst, Corporate Finance.

The GFOA is a North American Association of government financial officers and is the premier association of public sector finance professionals, dedicated to providing high quality support to state and local governments. The annual award is considered the highest form of recognition in governmental budgeting. This is the fourth consecutive year that the Region of Peel has received this award.

Peel Advisory Working Group on Older Adults' Housing Quarterly Report
 

Regional Council approved a recommendation that the Peel Advisory Working Group on Older Adults' Housing meet with the Area Municipal Councils to request their support to develop a process for working with key local area staff to support the Advisory Working Group's mandate and the implementation of its Strategic Work Plan. This was one of the key study recommendations when Peel Regional Council approved the new study titled "Views of Older Adults in Peel Region on Housing Needs and Options: Final Report" on October 30, 2003.

As part of its Strategic Work Plan, the Advisory Working Group was requested to report on its progress to Council on a quarterly basis. The report from the Commissioner of Housing and Property, dated January 19, 2004, titled "Peel Advisory Working Group on Older Adults' Housing: Quarterly Report" covered the period from September 1 to November 30, 2003.

Wheelchair Accessible Taxi Van Services for TransHelp
 

Regional Council awarded a contract for taxi services to Dial-A-Cab Ltd., for the provision of Wheelchair accessible taxi van services in the Brampton area. The contract will reflect an increase of $0.75 per pick up and $0.10 per kilometre over the 2003 rates.

Tobacco Control Strategy
 

Regional Council approved a recommendation that the Province of Ontario be requested to make all workplaces and public places in the Province 100% smoke-free as soon as possible.

Ontario is currently a patchwork of municipal smoke-free by-laws providing varying degrees of protection to the public from second-hand smoke, therefore, a provincial ban on smoking in workplaces and public places is required to protect citizens.

Peel Regional Ambulance Services Future Delivery Model
 

Regional Council unanimously approved a resolution to bring Peel Regional Ambulance Services in-house as of January 1, 2005. The current contracts with the ambulance service providers will be extended until December 31, 2004.

2004 Current and Capital Budgets
 

Regional Council approved the Region's 2004 Current and Capital Budgets. The 2004 Current Budget was approved at $1 billion and the Capital Budget at $2.6 billion, a tax increase of 3.5 per cent and an average water and wastewater utility rate increase of 5 per cent effective April 1, 2004.

The increased resources will be used to hire new front-line police officers and ambulance staff as well as mandatory provincial programs.

 Public Works
Amendment to the Bolton Organics Demonstration Project Garbage Collection Services - Town of Caledon, Ward 3
 

Regional Council approved a recommendation that the bi-weekly garbage collection service, including the six bag limit and dedicated diaper collection be discontinued and replaced with a standard weekly garbage collection (along with the three bag limit) as part of the Bolton Organics Demonstration Project. The project will be continued until the Region-wide Organics Program is implemented in 2005.

Consulting Services for the Heart Lake Community Recycling Centre, Capital Project 99-6509, Document 2003-484P - City of Brampton, Ward 2
 

Regional Council approved a contract to MacViro Consultants Inc., for consulting services for the design, contract administration and construction supervision of the Heart Lake Community Recycling Centre located on Railside Drive, Brampton, at a total cost of $293,664 (excluding GST) under Capital Project 99-6509.
