  Update on Affordable Social Housing in Peel
 

Regional Council was updated by Councillor Sinclair and Councillor Saito on Affordable Social Housing in the Region of Peel. Councillor Sinclair informed Council about Peel's Outreach Program, Shelters for Peel's Homeless, Transitional and Permanent Housing and Community Partnerships. Councillor Saito advised General Committee that minimal housing options are available to Peel Social Services, forcing them to place families in a local hotel for overflow accomodation.

 Housing and Property
  Forgivable Loan Received for Homeless Shelter Program
 

Regional Council received a forgivable loan in the amount of $500,000 from the Canada Mortgage and Housing Corporation (CMHC) for the construction of an emergency shelter on Regional lands adjacent to the Copper Rd. Works Yard. The interest-free loan is conditional upon the Region of Peel maintaining and operating the shelter for a minimum period of 15 years.

  Surplus Land on Cawthra Road to be Sold
 

Regional Council declared a 3.95 acre (1.6 hectare) parcel of land on the west side of Cawthra Road, north of the Canadian National Railway (CNR) in the City of Mississauga, Ward 1, as surplus land and has listed the land for sale at an appraised price of $1.7 million. The land was originally purchased in 1986 for future expansion of Cawthra Road, however, not all land acquired was required for the expansion. Proceeds from the sale will be deposited in the Social Housing Reserve Fund and designated for housing development.

Human Services
  2004 Smoke-Free By-law Implementation Date Remains Unchanged
 

Regional Council upheld the original June 1, 2004 Smoke-free By-law implementation date for bars, billiard halls and bingo halls, as recommended by the Peel Smoke-free By-law Committee. Council requested the Smoke-free By-law Committee to investigate public concerns and report back on whether to move the 2004 implementation date forward to 2002. A public education program will be undertaken prior to the 2004 implementation to ensure a smooth transition.

  Transhelp Fare to Increase July 1, 2002
 

Regional Council approved a Transhelp fare increase to $2.25 per trip effective July 1, 2002. This increase matches Mississauga and Brampton Transit fares, which both increased over the past year. Revenue generated from fares provide for 9% of Transhelp's Annual Operating Budget. Transhelp is expected to provide 224,500 trips to riders who are physically unable to walk to, or board, conventional, fixed-route transit buses.

 Public Works
  Red Light Program Requested to Continue
 

Regional Council requested the Government of Ontario to extend Bill 102, the Highway Traffic Amendment Act, until November 20, 2004, to allow the Region of Peel to continue its red-light camera pilot project. Bill 102 was enacted on November 20, 2000 for a period of two years to allow municipalities to use photos obtained from red-light cameras to issue violation notices. Since implementation, the frequency of red-light running has decreased at red light camera sites by over 40 percent.

 Management
  2002 Interim Property Tax Requisition Approved
 

Regional Council approved the 2002 interim property tax requisition at a sum not to exceed 50% of the 2001 general tax levy for the Cities of Mississauga, Brampton and the Town of Caledon. The interim levy is established to meet municipal service provisions in the first half of 2002. Regional Council will determine a final tax levy on April 18, 2002.

  Expansion of William Osler and Credit Valley Hospitals Approved
 

Regional Council authorized approximately $48.9 million to expand the William Osler and Credit Valley Hospitals in the Region of Peel. Each hospital will receive half of the funding plus accrued interest, which will be allocated over a 10-year period as needed.

  Region of Peel to Upgrade Computer Systems
 

Regional Council approved a contract with Hypertec Systems Inc. for the purchase of approximately 1500 new computers for the Region of Peel. The new computers will replace the current leased computers used by Regional employees in June 2002. The estimated cost of the contract is $6,231,000.

  Composition of Smart Growth Councils
 

Regional Council approved a resolution petitioning the Province of Ontario to ensure that the majority of representatives on Smart Growth Councils for the "Golden Horseshoe" area be elected municipal representatives. Smart Growth Councils are being created to advise on transportation issues and potentially other policies that affect municipalities within and around the Greater Toronto Area.
