Proclamation

 

National Volunteer Week - April 9 – 15, 2000

Regional Council proclaimed the week of April 9 – 15, 2000 as National Volunteer Week in the Region of Peel. The work of volunteers impacts virtually every aspect of society, including health, education, social services, youth, culture, sports and recreation, the arts, and the environment. Across Regional departments, more than a thousand volunteers assist Regional staff in responding to the health and social well being of the community’s increasingly large and diverse population.

Human Services

 

Procurement of Nurse/Residents Call System

Regional Council awarded a contract for the supply, installation and training of a nurse/resident call system for Sheridan Villa, Home for the Aged to Aatel Communications Inc. at an estimated cost of $221,587.

Housing

 

Replacement Shelter in the City of Brampton, Ward 8

Regional Council approved the extension of the operation of the shelter for men at 52 Rutherford Road in the City of Brampton until the end of November 2000. Council further approved the establishment of a shelter at the Regional Public Works Yard at Copper Rd. in the City of Brampton, Ward 8.

Appointment to the Peel Regional Housing Authority (PRHA)

 

Regional Council approved the reappointment of Councillor Lorna Bissell to the Peel Regional Housing Authority (PRHA) for a term ending on April 30, 2002 or until a successor is appointed.

Public Works

 

Maintenance of the Bridge Total Management Program

Regional Council approved the retention of the engineering consulting firm, Paul Theil Associates Limited to carry out bridge structure evaluation services for the purposes of bringing the Regional bridge program up to date, at an estimated cost of $50,000 and to provide bridge asset management services, as part of the Region’s Total Bridge Management Program for five (5) years, at an estimated cost of $75,000 per year for a total of $375,000.

Assumption of the Albion-Vaughan Sewage Pumping Station – Town of Caledon, Ward 5

Regional Council approved of entering into an agreement with 934169 Ontario Limited to assume the ownership, operation and maintenance of the Albion-Vaughan Sewage Pumping Station, in the Town of Caledon, Ward 5 and that the Letter of Credit posted to the Region of Peel in the amount of $150,000 for the operation and maintenance of the pumping station be returned to 934169 Ontario Limited.

Additional Funding Requirements for the Steeles Avenue West Road Widening, from Creditview Road South Leg to Churchville Road and the Credit River Bridge Construction

Regional Council approved additional funding in the amount of $1,800,000 for the widening of Steeles Avenue and the construction of the Credit River Bridge, to be utilized for the construction of required floodplain embankments, road widening and traffic detour routes to accommodate traffic during the bridge construction. Council further approved the retention of the engineering consulting firm, SNC Lavalin Engineers and Constructors Inc., to carry out the project management, contract administration and construction inspection for the widening of Steeles Avenue and the construction of the Credit River Bridge, at a total estimated cost of $430,000.

Trinity Common Mall, North Side of Regional Road 10 (Bovaird Drive) between Great Lakes Drive/Nasmith Street and Highway 410 – City of Brampton, Wards 7 and 10

Regional Council requested that the Minister of Transportation signalize the intersection of Bovaird Drive (Highway 7) and the Highway 410 southbound off ramp. Council further requested that Regional Staff work with the City of Brampton, the Peel Regional Police, and the owners of the Trinity Common Mall to identify on-site improvements that the mall owners can make to improve traffic flow.

Odour Control Systems - Lakeview Wastewater Treatment Plant – City of Mississauga, Ward 1

Regional Council approved the allocation of additional funding in the amount of $3,000,000 to undertake the design and installation of odour systems for the Lakeview Wastewater Treatment Plant.

Management

2000 Property Tax Policy Issues

Regional Council adopted a by-law ratifying the 1998 and 1999 tax decrease phase-in rates. Council limited the Charity and Similar Organization rebate to Registered Charities for the 2000 taxation year. Council further requested that the Minister of Finance offset the financial impact of any delays in the 2000 tax billing process, including interest costs.

Cancellation of May 4, 2000 General Committee

Regional Council cancelled the May 4, 2000 General Committee meeting to allow Councillors to attend the Canadian Housing and Renewal Association’s (CHRA) 2000 Annual Congress to be held in Mississauga from May 3 - 6, 2000.

VCOM Radio System – Admission of Caledon Hydro

Regional Council endorsed a motion passed by the Peel Police Services Board regarding authorization for Caledon Hydro to enter the VCOM System with up to 20 units of user gear, at a cost of $937.35 per unit. Council approved that user unit fee revenue, received from Caledon Hydro to a maximum of $18,747, be deposited to the VCOM reserve fund.

2000 Final Property Tax Levy By-law

Regional Council adopted a by-law that apportions the net levy requirement of $460,000,000 to Brampton, Caledon and Mississauga and results in no average Regional tax increase for fiscal 2000.

"Building Tomorrow’s Government Together"

Regional Council extended the period for receiving comments from Brampton, Caledon and Mississauga on the report entitled "Building Tomorrow’s Government Together" to September 30, 2000.

Planning

Oak Ridges Moraine Ontario Municipal Board (OMB) Hearing

Regional Council requested that the Regional Solicitor seek party status for the Region of Peel at the Ontario Municipal Board (OMB) hearing regarding certain development applications located on the Oak Ridges Moraine in the Town of Richmond Hill.
