The following are decisions made by Regional Council on Thursday, February 17, 2000.

Management

Resolution Regarding Greater Toronto Area (GTA) Pooling

Regional Council requested that the provincial government immediately establish a capping of pooled costs to protect municipalities from sharing in uncontrolled spending of other Pooling partners. Council further requested that should the government choose not to enforce a Pooling process which promotes efficiency and service effectiveness, then the Minister of Finance should repeal the Pooling legislation and eliminate Pooling in the GTA.

New Regional Ad hoc Committee-911 Staffing Proposal Review

Regional Council struck a new ad hoc committee to review the proposal of additional staffing positions to support 911 services, in concert with Regional staff. Council appointed Regional Chair Emil Kolb, Regional Councillors Frank Dale, Marolyn Morrison, Patricia Mullin, Paul Palleschi and Maja Prentice to serve as members of this new committee.

2000 Business Plan-2000 Current and Capital Budget and Capital Forecast (2001-2009)

Regional Council approved the 2000 Property Tax Supported Current Budget at a total expenditure of $637,816,827 and a net expenditure of $461,567,000 which results in no average Regional tax increase for fiscal year 2000.

Further, Regional Council held the 2000 Water and Wastewater rates at 1999 levels. The 2000 rates are $1.80 per 1,000 gallons (39.59 cents per m3) and $2.20 per 1,000 gallons (48.39 cents per m3) respectively.

Regional Council approved in principle, for planning purposes, the consolidated 10 Year Capital Forecast totalling $1,569,051,000.

Public Works

Amendments to the Regional Traffic By-law

Regional Council approved the following amendments to the Regional Traffic By-law, 48-94:

  • The implementation of a heavy truck restriction on Regional Road 6 (Embleton Road) from Regional Road 1 (Mississauga Road) to Regional Road 19 (Winston Churchill Boulevard), in the City of Brampton, Ward 6. Regional Council requested that the Commissioner of Public Works ensure that restriction signs show that local deliveries will be permitted.

  • The implementation of a westbound dual left turn lane designation at the intersection of Regional Road 15 (Steeles Avenue) at Rutherford Road /First Gulf Boulevard, in the City of Brampton, Ward 3.

  • The implementation of a heavy truck restriction on Regional Road 1 (Mississauga Road) from Regional Road 9 (King Street) to Regional Road 12 (Olde Base Line Road), and on Regional Road 12 (Olde Base Line Road) from Highway 10 to Regional Road 1 (Mississauga Road) in the Town of Caledon, Wards 1 and 2.

  • The implementation of an 11:00 p.m. to 6:30 a.m. heavy truck restriction on Regional Road 4 (Dixie Road) from Regional Road 10 (Bovaird Drive) to Regional Road 14 (Mayfield Road), in the City of Brampton, Ward 7.

  • The implementation of a northbound right turn yield control at the intersection of Regional Road 3 (Britannia Road) at Creditview Road in the City of Mississauga, Ward 6.

  • The prohibition of eastbound to westbound to eastbound U-turns on Regional Road 24 (Charleston Sideroad) at a point 80 metres (262 feet) east and at a point 90 metres (295 feet) west of Heartlake Road, Town of Caledon, Ward 1.

  • The implementation of an eastbound dual left turn lane designation at the intersection of Regional Road 19 (Winston Churchill Boulevard) at Dundas Street, in the City of Mississauga, Wards 2 and 8.
