The Interim Period Approvals Committee met on Thursday, July 17, 2014, at 9:31 a.m. in the Council Chamber, Regional Administrative Headquarters, Suite A, 10 Peel Centre Drive, Brampton.

That Regional Chair Kolb be appointed Chair of the Interim Period Approvals Committee for the term ending November 30, 2014 or until a successor is appointed.

5. REPORTS

5.1. Rebuilding Three Caterpillar Front End Loaders Used at the Community Recycling Centres

Moved by Councillor Whitehead,
Seconded by Councillor Palleschi;

That Toromont Industries Ltd. be awarded the contract, through Direct Negotiation, to refurbish three 924 Caterpillar Front End Loaders used at the Community Recycling Centres at an estimated cost of $375,000 (excluding applicable taxes) under Capital Project 12-9020, in accordance with Purchasing By-law 113-2013;

And further, that one Caterpillar Front End Loader be rented for approximately six months to replace each of the machines as they are refurbished at a total estimated cost of $34,500 (excluding applicable taxes) in the following cost centres; WW20332, WW20372, and WW20322.

In response to a question from Councillor Palleschi, Dan Labrecque, Commissioner of Public Works advised that the purchase price of a new front end loader is approximately $250,000 and that the three existing loaders used at the Community Recycling Centres have a combined usage of between 7,500 – 10,000 hours each. He further stated that the terms of the maintenance agreement cover parts and labour and that it works out to be a cost of approximately $15 per working hour of each engine.

In response to a question from Councillor Thompson, Dan Labrecque advised that staff’s analysis determined that the refurbishing of the existing three front end loaders would provide better value than the purchase of new machines.

5.2. Supply of Customer Relationship Management Solution

Moved by Councillor Miles,
Seconded by Councillor Palleschi;

That the contract (Document 2014-418N) for the Supply of a Customer Relationship Management (CRM) solution be awarded to Salesforce.com Canada Corporation in the estimated amount of $150,000 (excluding applicable taxes) in accordance with Purchasing By-law 113-2013;

And further, that authority be granted to the Director of Purchasing to renew the contract annually for ongoing maintenance, support and additional licenses for the lifecycle of the solution.

In response to a question from Councillor Palleschi, Gilbert Sabat, Commissioner of Service Innovation, Information and Technology, advised that Salesforce.com Canada Corporation would provide software licenses to the Regional Corporation and that the Region of Peel’s costs would only increase if additional licenses were required.

David Szwarc, Chief Administrative Officer, noted that the Region of Peel would be leasing the use of the software from Salesforce.com Canada Corporation, instead of purchasing it, as has been the past practice.

7.1. Beckett-Sproule Feedermain Update (Advice that is Subject to Solicitor-Client Privilege, Including Communications Necessary for that Purpose)

That the directions "In Camera" given to the Commissioner of Public Works, the Regional Solicitor and the Director of Purchasing be approved, and voted upon in accordance with section 239(6) (b) of the Municipal Act, 2001, as amended.

7.2. Various Watermain Replacements in Mississauga (Advice that is Subject to Solicitor-Client Privilege, Including Communications Necessary for that Purpose)

That the contract (Document 2014-174T) for Sanitary Sewer and Watermain Replacements on Various Streets in the City of Mississauga, be awarded to Tectonic Infrastructure Inc. in the estimated amount $3,830,176.44 (excluding applicable taxes), under Capital Projects 11-2330 and 12-1345 B-1, in accordance with Purchasing By-law 113-2013.

That By-law 61-2014 to confirm the proceedings of the Interim Period Approvals Committee at its meeting held on July 17, 2014, and to authorize the execution of documents in accordance with the Region's by-laws relating thereto, be given the required number of readings, taken as read, signed by the Regional Chair and the Regional Clerk and the Corporate Seal affixed thereto.
