Regional Chair Kolb called the meeting of Regional Council to order at 9:36 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

3. APPROVAL OF MINUTES

a) January 12, 2012, Regional Council Meeting

Moved by Councillor Mullin,
Seconded by Councillor Dale;

That Resolution 2012-14 from the minutes of the Regional Council meeting held on January 12, 2012 be amended by striking out the words “Natural Health Product Regulations” from the first clause and replacing them with “Food and Drugs Act”;

And further, that the minutes of the Regional Council meeting held on January 12, 2012 be approved, as amended.

Regional Chair Kolb advised that the recommendations related to the regulation of bottled water, requested at the January 12, 2012 Regional Council meeting, will be dealt with at a future meeting of Regional Council.

APPROVAL OF AGENDA

That the agenda for the January 26, 2012 Regional Council meeting be amended to include additional communications to be dealt with under Items Related to Human Services – Items HS-B115 to HS-B135, inclusive;

And further, that the agenda for the January 26, 2012 Regional Council meeting be amended to include three additional delegations, to be dealt with under Delegations - Items 5eee to 5ggg inclusive;

Regional Chair Kolb requested the Commissioner of Human Services to provide introductory comments on the proposal to redirect current child care funding.

Janet Menard, Commissioner of Human Services, provided an overview of the history of early learning and child care as it has evolved over the past decade. She noted that Regional Learn.Play.Care Centres account for three per cent of the 25,618 child care spaces in the Region of Peel, and she summarized the relationship between the Region of Peel and other child care providers. Current issues affecting the child care sector include the implementation of full day kindergarten; a subsidy waitlist of 4,000 children; unmet needs of children with special needs; no new fee subsidy funding to fill the gap, and; economic and demographic pressures.

The system review process included stakeholder consultations with early learning and child care providers and agencies, special needs resource agencies, Success by Six/Peel Children and Youth Initiative, Fair Share for Peel, School Boards/Ministry of Education, Learn.Play.Care Centre Parent Council and Region of Peel Health and Human Services staff.

Janet Menard stated that approval of the recommendations contained in the staff report listed as Item HS-A1 on the January 26, 2012 Regional Council agenda would provide 582 additional fee subsidies; enhance special needs and service priorities including support for infant-parent attachment, evening care programs; and, provide wage subsidy to child care staff in community-based centres. It also proposes the closure of the Region of Peel directly operated Learn.Play.Care centres, by September 2012.

Delegates on the subject of the recommendations related to the Region of Peel Learn.Play.Care Centres spoke of the high quality care provided to children at the Region of Peel centres and the excellent supports for families, particularly those with children with special needs. They expressed concern that the recommendations were made with insufficient consultation with affected parents and indicated that if the centres were to close, more time would be required for parents to find alternate care.

Additional concerns were raised with respect to the following:

• the availability of full day kindergarten spaces
• the provision of supports for children with special needs, for which there is already a waiting list
• the need for additional provincial funding for child care
• the availability of high quality private day care, including long wait lists
• the availability of evening care programs
• the potential economic impact of people leaving their jobs in order to care for their child, due to a lack of child care
• the timing of the proposed closures, in light of the 2014 implementation date for full implementation of full day kindergarten
• the impact to staff of the proposed closing of the Learn.Play.Care Centres
• the consideration of alternatives to closing the centres
• the number of families who require subsidy
• the challenges of transition on children, particularly those with special needs
• the short amount of time afforded to affected parents to review the report and recommendations

Janet Menard, Commissioner of Human Services, responded to questions raised by delegates.

Seconded by Councillor Tovey;

That in accordance with Procedural By-law 57-2006, as amended, Section III-2(n), be waived in order that the January 26, 2012 Regional Council continue past 3:30 p.m.

Members of Regional Council expressed their appreciation to the delegates on the issue of child care in the Region of Peel and commended the staff of the Learn.Play.Care Centres for providing a service that is highly valued in the community, as well as, the Human Services Management Team who were faced with a challenging task. Members of Regional Council discussed whether the Region of Peel should remain in the business of providing child care.

Councillor Mahoney departed at 3:53 p.m.

Discussion took place with respect to alternatives to closing the centres that could be considered, the timing of further review, consultation and reporting back to Regional Council with recommendations.

Regional Chair Kolb undertook to convene a workshop for Members of Regional Council on the issue of Child Care Centres in the Region of Peel.

Councillor Morrison departed at 5:12 p.m. due to other municipal business.

That the report titled “Proposal to Redirect Current Child Care Funding to Increase Service and Meet the Needs of a Changing Early Learning and Child Care System” from the Commissioner of Human Services, dated January 18, 2012, be received for information;

And further, that a Task Force of Council be convened;

And further, that the Task Force conduct consultation sessions with staff, other stakeholders, the public, affected parents affected by the changes to the early learning system in Peel;

And further, that the Task Force explore options in detail including but not limited to:

a) looking at leasing our centres to an external operator and remain as landlord and system manager
b) that the centres refocus to serve more special needs children and low-income families and after care centres
c) other cost saving measures such as fee increases, salary adjustments, etc.
d) possible phased-in closure

And further, that this issue be placed on the agenda for the Intergovernmental Relations Advisory Committee to strategize advocacy with MPs and MPPs and to brief them on the current situation of daycare in Peel;

And further, that the Task Force report back to Regional Council with recommendations in September 2012.

Councillor Fennell requested that paragraph 4, item d, of the motion be voted upon separately, and requested a recorded vote.

And further, that a Task Force of Council be convened;

And further, that the Task Force conduct consultation sessions with staff, other stakeholders, the public, affected parents affected by the changes to the early learning system in Peel;

And further, that the Task Force explore options in detail including but not limited to:

a) looking at leasing our centres to an external operator and remain as landlord and system manager

PW-A1. Heart Lake Community Recycling Centre, Capital Project 12-6509, Document Number 2003-484P – City of Brampton, Ward 2

That the construction of the Heart Lake Community Recycling Centre as an addition to the Region of Peel’s Community Recycling Centre Network, be approved;

And further, that the contract (Document 2003-484P) for professional engineering services for the Heart Lake Community Recycling Centre between the Region of Peel and Genivar Inc. (formerly MacViro Consultant Incorporated) be increased by $300,000 for an estimated contract total of $652,396.80 (excluding applicable taxes), under Capital Project 12-6509, in accordance with Purchasing By-law 63-2008;

And further, that construction of the Clarkson Community Recycling Centre (Capital Project 99-6508) be deferred and re-evaluated after the Heart Lake Community Recycling Centre has been operational for twelve months.

That the Regional Chair write to the Minister of Health and Long-Term Care, on behalf of Region of Council, concerning the low-income children’s dental program, known as Healthy Smiles Ontario, to request ongoing funding, increased funding to reimburse local dentists, and a review of the eligibility criteria;
And further, that a copy of the report of the Commissioner of Health Services, dated December 2, 2011, titled “Update on the Low-Income Dental Program for Children”, be forwarded to the Ontario Association of Public Health Dentistry (OAPHD) and the Association of Local Public Health Agencies (alPHa) for information.
