Regional Chair Kolb called the meeting of Regional Council to order at 2:04 p.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Dr., Brampton.

In honour of Flag Day, the Regional Chair, Councillors and Regional staff joined in the singing of O' Canada.

RECOMMENDATION GC-25-2007:

That the recommendations contained in the Strong Communities Coalition's "Growing Pains" report as outlined in the joint report of the Acting Commissioner of Social Services and the Acting Commissioner of Health, dated January 25, 2007, titled "Strong Communities Coalition", be endorsed;

And further, that the Regional Chair write to the Premier of Ontario conveying Council's support of the Strong Communities Coalition "Growing Pains" report and its recommendations;

And further, that the Regional Chair represent Peel at the Greater Toronto Area and Hamilton (GTAH) Mayor's and Chair's press conference in March 2007 to support the recommendations in the Strong Communities Coalition "Growing Pains" report.

RECOMMENDATION GC-26-2007:

Whereas there will be a provincial election in 2007;

And whereas, the Province of Ontario is the only province that requires social programs to be funded from property taxes;

And whereas, the general public needs to understand how their property taxes are being impacted by Provincial decision makers;

And whereas, those seeking political office at the provincial level need to take responsibility and be accountable for the decisions provincial government is making as it relates to the property tax base;

And whereas, the Region of Peel strongly believes that GTA pooling, unfair property tax policies and the downloading of provincial social programs is now costing Peel at least $140 million in our budget;

And whereas, removing those programs from property taxes would result in a 20.7 percent decrease in property taxes;

And whereas, the Provincial Government has not, to date, accepted its responsibilities for funding these issues;

Therefore be it resolved, that in conjunction with the provincial election, the Region of Peel shall:

1. Engage the Strong Communities Coalition and other interested parties in a public awareness campaign;
2. Request financial and political support throughout all the GTA municipalities;
3. Establish a joint public communication and public awareness campaign to advise our residents of these issues;
4. Target specific questions to all provincial candidates;
5. Support any other appropriate measures aimed at achieving these goals.

And further, that a copy of this resolution be forwarded to all GTA Mayors and Chairs.

RECOMMENDATION GC-29-2007:

That the Minister of Municipal Affairs and Housing be requested to extend the April 23, 2007 deadline for completion of watershed plans required under Sction 24 (5) of the Oak Ridges Moraine Conservation Plan, to April 23, 2008 to permit sufficient time for the completion of watershed plans within the Region of Peel;

And further, that the Minister of Municipal Affairs and Housing and the Minister of the Environment be advised that technical guidelines for watershed planning on the Oak Ridges Moraine are an important commitment of the Province and that the release of final guidelines prior to the deadline for completion of watershed plans should be considered a priority;

And further, that a copy of the report from the Commissioner of Planning, dated January 23, 2007, titled "Oak Ridges Moraine Conservation Plan - Status of Watershed Planning Studies" be forwarded to the Town of Caledon, the Cities of Brampton and Mississauga, and the Regions of York and Durham for their information.

RECOMMENDATION GC-30-2007:

That the contract (Document 2004-073T) for Construction Services between the Region of Peel and Pave-Al Limited be extended to provide additional construction services, in the estimated amount of $711,000 (excluding applicable taxes), under Capital Project 00-4225, for a total commitment of $7,648,387 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001, as amended;

And further, that the contract (Document 2000-133P) between the Region of Peel and SNC-Lavalin Engineers and Constructors Inc. be extended to provide additional contract administration and construction supervision services in the estimated amount of $53,695 (excluding applicable taxes), under Capital Project 00-4225, for a total commitment of $699,473, (excluding applicable taxes), in accordance with Purchasing By-law 62-2001, as amended;

And further, that the budget for Capital Project 00-4225 be increased from $11,772,934 to $12,080,934 (excluding applicable taxes), financed from External Recoveries, City of Brampton (account 86482), in the amount of $308,000, in order to provide for additional construction costs and contract administration and construction supervision services.

RECOMMENDATION GC-31-2007:

That an eastbound dual left turn lane designation at the intersection of Regional Road 1 (Erin Mills Parkway) at Battleford Road, in the City of Mississauga, Wards 9 and 11, be implemented;

And further, that the necessary by-law be presented to Regional Council;

And further, that Peel Regional Police and the City of Mississauga be so advised.

RECOMMENDATION GC-32-2007:

That a heavy truck restriction be implemented to restrict heavy trucks from making northbound left turns and southbound right turns at the intersection of Regional Road 50 (Highway 50) at Ellwood Drive in the Town of Caledon, Ward 5;

And further, that the necessary by-law be presented to Regional Council;

And further, that the Ontario Provincial Police (OPP) Caledon Detachment and the Town of Caledon be so advised.

RECOMMENDATION GC-33-2007:

That the existing posted speed limit of 80 km/h on Regional Road 14 (Mayfield Road) be reduced to 60 km/h, from 100 metres (328 feet) east of Goreway Drive/Innis Lake Road to 410 metres (1,345 feet) east of Airport Road, in the City of Brampton, Ward 10 and the Town of Caledon, Wards 2 and 4;

And further, that the necessary by-law be presented to Regional Council;

And further, that Peel Regional Police, the City of Brampton, the Ontario Provincial Police (OPP) Caledon Detachment and the Town of Caledon be so advised.

RECOMMENDATION GC-34-2007:

That the existing posted speed limit of 60 km/h on Regional Road 24 (Charleston Sideroad) be reduced to 50km/h, from 200 metres (656 feet) east of Chester Drive to Maplegrove Road, in the Town of Caledon, Ward 1;

And further, that the necessary by-law be presented to Regional Council;

That the existing posted speed limit of 80km/h on Regional Road 107 (Bovaird Drive) be reduced to 70 km/h, from the Highway 410 northbound off ramp to 730 metres (2,395 feet) west of Heritage Road, in the City of Brampton;

And further, that the necessary by-law be presented to Regional Council;

And further, that Peel Regional Police and the City of Brampton be so advised.

PW-C1. Proposed Amendment to the Waste Collection and Disposal Agreement, Document 2006-294N

RECOMMENDATION GC-36-2007:

That the Region of Peel amend the Waste Collection and Disposal Agreement with Waste Management of Canada Corporation (WMCC) to include a provision for the haulage and disposal of waste and bottom ash overs, for a 12 month period commencing July 1, 2007 and ending June 30, 2008, at an estimated total cost of $8,379,000 (excluding applicable taxes) with an option to extend for an additional six month period, pursuant to Purchasing By-law 62-2001, as amended;

And further, that the 16 trailers that the Region of Peel is required to purchase from Wilson Logistics Incorporated pursuant to the terms of the Waste Transport and Disposal Agreement, be deemed surplus and sold to WMCC at an estimated price of $732,000 (excluding applicable taxes) pursuant to Purchasing By-law 62-2001, as amended, or alternatively, that the obligation to purchase the trailers be assigned to WMCC;

And further, that staff be authorized to increase the quantities where actual tonnages differ from estimates, to the limit of the approved budget;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-C2. Service Agreements with the City of Mississauga

RECOMMENDATION GC-37-2007:

That the Region of Peel enter into a service agreement with the City of Mississauga to formalize both parties' responsibilities for the collection and disposal of municipal waste from litter containers and street-originated litter in the City of Mississauga;

And further, that the Region of Peel enter into a service agreement with the City of Mississauga to formalize the Region's commitment to reimburse the City of Mississauga annually for its Vacuum Leaf Collection Program at the Region's contracted yard waste curbside collection cost;

And further, that the Region of Peel enter into a service agreement with the City of Mississauga for the distribution of Blue Boxes and Green Bins (Recycling Receptacles) at City of Mississauga facilities and locations;

And further, that the Region of Peel enter into a service agreement with the City of Mississauga for the distribution of garbage tags at City of Mississauga facilities and locations;

And further, that the Region of Peel enter into the aforementioned service agreements with the City of Mississauga for a one year period, which may be renewed for successive one year period(s) at the discretion of Region of Peel and City of Mississauga staff;

And further, that the aforementioned service agreements be amended or revised and replaced from time to time, as required, to reflect new programs or changes to existing programs;

And further, that the similar service agreements previously entered into by the Region of Peel with the City of Brampton, authorized pursuant to Resolution 2004-1251, be amended or revised and replaced from time to time, as required, to reflect new programs or changes to existing programs;

And further, that all required documents be executed by the Regional Corporation's duly authorized signing officers.

And further, that the Regional Chair meet with local MPPs to convey that Public Health should remain part of the Region of Peel Corporation and be governed by an elected Regional Council;

And further, that the Regional Chair write to the Mayors and Chairs of Public Health Units, where public health is integrated into the municipal structure, for their support of Peel's position that Public Health should remain a part of the municipality and be governed by an elected Council;

And further, that the Province assume 100 per cent of Public Health costs should the Province implement autonomous boards of health where Regional Council is no longer the board of health;

And further, that the Capacity Review recommendations pertaining to "Revitalizing the Public Health Work Force, Demonstrating Accountability and Performance Measures, Research and Knowledge Exchange and Strategic Partnerships" as described in the report of the Acting Commissioner of Health, dated January 19, 2007, titled "Public Health Capacity Review - Final Report", be supported;

And further, that this property purchase of $1,966,110 be set up under Capital Project 07-8324, financed from Reserve R2221, PRP Facility Reserve;

And further, that the Office of the Regional Solicitor be authorized to complete this transaction, including the execution of all Documents, Affidavits, Statutory Declarations and Undertakings required.
