Regional Chair Kolb called the meeting of Regional Council to order at 9:33 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Dr., Brampton.

MA-A1. Contract Award for Multifunction Devices

That Document 2006-382P for the lease, installation and support services of multifunctional devices for the Region of Peel and Peel Regional Police be awarded to Dotco Inc. in the estimated amount of $2,600,000 (excluding applicable taxes) over a four-year term in accordance with Purchasing By-law 62-2001, as amended;

And further, that Document 2006-382P for the lease, installation and support services of black and white multifunctional imaging devices for the Region's Print and Distribution Services Centre be awarded to Dotco Inc. in the estimated amount of $350,000 (excluding applicable taxes) over a four-year term in accordance with Purchasing By-law 62-2001, as amended;

And further, that Document 2006-382P for the lease, installation and support services of colour multifunctional imaging devices for the Region of Peel Print and Distribution Services Centre be awarded to Xerox Canada in the estimated amount of $400,000 (excluding applicable taxes) over a four-year term in accordance with Purchasing By-law 62-2001, as amended;

And further, that authority be given to extend the contracts at the conclusion of the four-year term for one additional twelve-month period subject to satisfactory service, performance, and pricing;

And further, that authority be given for disposal of surplus printers at fair market value to Dotco Inc.

That Ms. Preet Kang be appointed as the Citizen Appointment to the Peel Police Services Board (PPSB) to serve from December 14, 2006 until November 30, 2010 or until a successor is appointed by Regional Council;

And further, that the Citizen Appointment to the Peel Police Services Board receive the same remuneration as the Provincial board member appointees.

That Councillors Fennell and McCallion be recommended for appointment to the Greater Toronto Transportation Authority Board at the pleasure of the Lieutenant Governor in Council;

And further, that the Province be requested to amend the composition of the Board to allow for representation by two individuals from Peel, on behalf of the transit systems of both the City of Mississauga and the City of Brampton;

And further, that Regional Council be provided with reports on a regular basis by the Peel representative(s) of the work and discussions being undertaken by the Board;

And further, that a copy of the submissions made to the Province by Councillors Moore and Saito be sent to the Public Appointments Secretariat, the Premier of Ontario and the Ontario Minister of Transportation.

Whereas the Federation of Canadian Municipalities (FCM) has been the national voice of municipal government since 1901;

And whereas, with more than 1,400 members, FCM represents the interests of municipalities on policy and program matters that fall within federal jurisdiction;

And whereas, 15 Directors represent Ontario on the FCM Board of Directors, with each municipal member having a population of one million or greater, but less than two million, being entitled to one seat on the National Board of Directors, as set out in Article II, section 12 of the FCM By-laws;

And whereas, the population of The Regional Municipality of Peel has exceeded one million people;

And whereas, City of Brampton Mayor Fennell has represented the Ontario Caucus on the FCM National Board of Directors since March, 2004 through election by the Accredited Representatives of the Ontario Municipal Members;

And whereas, City of Brampton Mayor Fennell has expressed her desire to continue to serve on the FCM National Board of Directors;

Therefore be it resolved, that the Federation of Canadian Municipalities be requested to allocate one of the Ontario Caucus positions on the National Board of Directors to The Regional Municipality of Peel, in recognition of its population being greater than one million;

And further, that the Federation of Canadian Municipalities be advised that the Council of the Regional Municipality of Peel endorses Mayor Susan Fennell's appointment to the National Board of Directors as the Region of Peel representative.

MA-E1. Authority to Execute the Letter of Agreement with the Province of Ontario for Dedicated Gas Tax Funds

Seconded by Councillor Fennell;

That the Regional Chair and the Treasurer and Commissioner of Finance be authorized to execute the Letter of Agreement with the Ontario Ministry of Transportation for the Dedicated Gas Tax Funds for Public Transportation Program in order to allow the Province of Ontario to release the 2006/2007 funding to the Region of Peel;

And further, that the Regional Chair and Mayors send a letter to the Premier of Ontario, Minister of Transportation, Minister of Municipal Affairs and Housing, the Minister of Finance and the Peel Area MPPs that:

  • re-expresses the strong objection of Peel Regional Council to the regional contributions to GO Transit, a provincial service, by way of property taxation;

  • objects to the Province's policy that the payment of provincial gas tax funding to the Region of Peel and the Cities of Brampton and Mississauga be conditional on the Regional contributions to GO Transit being current; and,

  • continues to express an urgency in bringing forward the appropriate amendments to the Development Charges Act so as to enable the growth of GO Transit without the imposition of property tax based funding;

And further, that the necessary by-law be presented to Regional Council.

And further, that the Minister of Finance be requested to apply the same changes in the method to calculate development charges as proposed in Bill 151 - Budget Measures Act, 2006 (No. 2) to the calculation of development charges to fund the GO Transit 10-Year Growth Capital Plan.

And further, that the addition of one part-time contract Project Coordinator and eight Lay Health Educators to implement the Lay Health Educator Breast Screening Program, be approved by Regional Council, subject to final approval by the CBCF-Ontario Chapter of Peel Public Health's submissions;

And further, that the 2007 Peel Public Health budget include the approved program costs and 100 per cent CBCF-Ontario Chapter funding.

By-law 59-2006
: A by-law to authorize the Regional Chair and the Treasurer and Commissioner of Finance to execute a Letter of Agreement between the Province of Ontario and the Regional Municipality of Peel related to funding provided by the Province of Ontario to the Regional Municipality of Peel under the Dedicated Gas Tax Funds for the Public Transportation Program for 2006/2007.

By-law 60-2006: A by-law to requisition from the lower-tier municipalities a sum not exceeding 50 per cent of the amount that in By-law 21-2006 was to be raised in each lower-tier municipality, before the adoption of the final Regional estimates for the year 2007.
