PW-A3. Revised Parking Prohibition, Belfountain, Regional Road 1 (Mississauga Road) and Regional Road 11 (Bush Street) - Town of Caledon, Ward 1

That a by-law be enacted to amend By-law 41-2001 (as amended by By-law 48-2003) by deleting the existing parking prohibition on the east side of Regional Road 1 (Mississauga Road) from a point located 200 metres south of Regional Road 11 (Bush Street) to Regional Road 11 (Bush Street);

And further, that a by-law be enacted to amend By-law 41-2001 by deleting the existing parking prohibition on the south side of Regional Road 11 (Bush Street) from a point located 50 metres west of Regional Road 1 (Mississauga Road) to Shaw's Creek Road in the Town of Caledon;

And further, that a working group be set up with representatives from Belfountain residents, Belfountain Business Owners, the Belfountain Community Planning Organization, the Ontario Provincial Police, Town of Caledon staff, elected officials and Region of Peel staff to discuss future enhancement within the Belfountain area;

And further, that the Ontario Provincial Police and By-law Enforcement staff of the Town of Caledon be advised.

That the 2004 Capital Projects totalling $218,007,000 with funding as set out in Appendix I of the report of the Treasurer and Commissioner of Finance dated December 8, 2003 and titled "2004 Capital Budget Pre-approvals", be approved and authorized to proceed in accordance with the Financial Control By-law.

And further, that subject to the approval of the Council of the Town of Caledon, Naz Husain and William Goursky be appointed to the Joint Peel-Caledon Accessibility Advisory Committee (AAC) for a term ending December 31, 2004.

Councillor McCallion noted that she has concerns with respect to the municipalities' ability to meet the one third funding obligations contained in the agreement entered into between GO Transit and the Regional Chairs.

Councillor McCallion noted that any negotiations between Regional Treasurers and GO Transit regarding changes to the funding formula should come before Council for consideration.

Prime Minister's Decision to Not Appoint a Minister of Housing

Moved by Councillor Miles,
Seconded by Councillor Stewart;

Whereas with the presence of a Federal Cabinet Minister focused on Housing issues in the last Government, noticeable progress was being made for the first time in many years on new affordable housing delivery and related federal/provincial relations;

And whereas, with a dedicated Minister responsible for the Canada Mortgage and Housing Corporation, that Corporation had begun to exhibit increased openness to dialogue about new housing solutions;

And whereas, the announcement of new and revised cabinet responsibilities illogically assigned responsibility for the Canada Mortgage and Housing Corporation to the Minister of the Environment who is not even a member of the Social Policy Cabinet;

And whereas, it is reasonable to conclude that priority to important Housing issues may be diminished as a result of these changes;

Therefore, be it resolved that the Prime Minister of Canada be requested to appoint a Cabinet Minister with a clear focus on Federal Housing Policy and Delivery;

And further, that this resolution be forwarded to the Federation of Canadian Municipalities (FCM) and other large, urban municipalities within Canada for endorsement.

And further, that Regional Staff continue to work with Transport Canada, the Union Pearson AirLink Group (UPAG), Ontario Ministry of Transportation and GO Transit to facilitate the Air Rail Link project and to address various issues with a view to protecting the Region's interests. These issues were identified in the report of the Commissioner of Planning, dated July 21, 2003, titled "Toronto Air Rail Link: Pearson International Airport to Union Station", and have yet to be resolved satisfactorily;

And further, that Regional staff report back to the Council as new information becomes available.

And further, that since the Town of Orangeville's population and employment figures (population 32,000) exceed both the Town's Water Pollution Control Plant and the Water Treatment Plant capacities, the Town cannot accommodate anticipated development and that the Region of Peel considers the figures to be inappropriate for inclusion in the Official Plan;

And further, that the Region of Peel supports the concerns of Credit Valley Conservation (CVC) with regard to the current and future functioning of the Orangeville Water Pollution Control Plant;

And further, that Region of Peel endorse the staff appeal of Official Plan Amendment Number 84 to the Town of Orangeville Official Plan related to the changes to Sections C2 and C3 in order to resolve these matters to the satisfaction of the Region of Peel;
