  • authorization for the Chief Administrative Officer to award certain Requests for Proposals for Equipment and the Requests for Tenders for facility upgrades between October 30, 2003 and December 18, 2003;

HS-C1.State of the Region's Health 2003 Report: Focus on Foodborne Disease
Presentation by Dr. David McKeown, Medical Officer of Health

RECOMMENDATION GC-214-2003:

That the State of the Region's Health 2003 Report - Focus on Foodborne Disease, be received;

And further, that the Government of Ontario be requested to amend the Ontario Food Premises regulation to require mandatory training and certification of food handlers;

And further, that Peel Health implement a home food safety education program;

And further, that Peel Health continue to develop its disclosure program to provide more information to the public regarding the food safety performance of commercial food premises;

And further, that funding for food safety initiatives be considered in the 2004 budget and the upcoming Regional Council Forum on Public Health.

PL-A1. World Town Planning Day - November 8, 2003

RECOMMENDATION GC-215-2003:

WHEREAS November 8th of each year has been celebrated as World Town Planning Day since its inception in 1949 and is currently celebrated in over 30 countries on 4 continents;

AND WHEREAS, the Region of Peel Planning Department, with affiliations to the 5800 member Canadian Institute of Planners (CIP) and the 2500 member Ontario Professional Planners Institute (OPPI), endorses World Town Planning Day as an opportunity to highlight the contribution that sound planning makes to the quality of our communities and environment;

AND WHEREAS, the celebration of World Town Planning Day gives us an opportunity to publicly recognize the participation and dedication of citizens who have contributed time and effort to the improvement of our communities;

AND WHEREAS, we recognize the many valuable contributions made by professional planners and extend our thanks for their continued commitment to public service;

THEREFORE BE IT RESOLVED THAT November 8, 2003 be proclaimed WORLD TOWN PLANNING DAY in the Region of Peel.

PL-A2. Geographic Information Systems (GIS) Day - November 19, 2003

RECOMMENDATION GC-216-2003:

WHEREAS the week of November 16-22, 2003 is being promoted by the National Geographic Society, the Association of American Geographers, University Consortium for Geographic Information Science, the United States Geological Survey, The Library of Congress, Sun Microsystems, Hewlett-Packard, and ESRI as Geography Awareness Week;

AND WHEREAS, November 19, 2003 has been targeted as a worldwide GIS Day;

AND WHEREAS, there will be many worldwide activities with the goal being to engage people in learning and caring about geography;

AND WHEREAS, the purpose of GIS Day is to promote the awareness and appreciation for how important Geographic Information Systems (GIS) is as an enabling technology;

AND WHEREAS, Geographic Information Systems (GIS) is being used by many departments and organizations in Peel;

THEREFORE BE IT RESOLVED THAT November 19, 2003 be proclaimed GIS DAY in Peel.

PL-B1. Proposed Amendment to the Region of Peel Official Plan - Telecommunications Services

RECOMMENDATION GC-217-2003:

That Regional Council hold a public meeting early in 2004, pursuant to Section 17(15) of the Planning Act to inform the public and to obtain their input with respect to a proposed amendment to the Region of Peel Official Plan with respect to policies relating to the provision of telecommunications services for new development;

And further, that staff initiate the Planning Act process for adoption of an amendment to the Region of Peel Official Plan that takes into consideration the comments received from the statutory public meeting and the public agency consultation.

PL-B2. Policy for Front End Financing Agreements and Developer Reimbursement

RECOMMENDATION GC-218-2003:

That the policy for "Front End Financing Agreements and Developer Reimbursement" attached as Appendix I, to the report of the Commissioners of Planning, Public Works and Finance dated October 9, 2003, titled "Policy for Front End Financing Agreements and Developer Reimbursement", be approved;

And further, that the necessary by-law be presented to Regional Council to amend By-law No. 62-2001 to exempt works on the developer's property if the works have been approved by Council for the subject budget year Capital Works Program;

And further, that Regional staff prepare procedural guidelines for monitoring and accounting procedures in accordance with the new policy for "Front End Financing Agreements and Developer Reimbursement" and submit same to the Audit Subcommittee for information;

And further, that future updates to the Front End Financing and Developer Reimbursement policy be approved by the Chief Administrative Officer and the Commissioners of Finance, Public Works and Planning;

And further, that a copy of the subject report be sent to the City of Brampton, the Town of Caledon, the City of Mississauga, and the Building Industry Liaison Team for their information.

PL-B3. Proposed Annexation of Certain Lands from the City of Vaughan in the Region of York to the Town of Caledon in the Region of Peel - Endorsement of Restructuring Proposal

RECOMMENDATION GC-219-2003:

That the minutes of the joint public meeting held in the City of Vaughan council chambers on October 9, 2003 be received;

And further, that the resolution of the joint committee of Peel, York, Vaughan and Caledon politicians dated October 9, 2003, attached as Appendix II to the report of the Commissioner of Planning, dated October 14, 2003, titled "Proposed Annexation of Certain Lands from the City of Vaughan in the Region of York to the Town of Caledon in the Region of Peel - Endorsement of Restructuring Proposal" be endorsed by Regional Council and forwarded to the Minister of Municipal Affairs and Housing with a request that the Minister issue an order confirming the restructuring as expeditiously as possible;

And further, that copies of the subject report be forwarded to the Regional Municipality of York, the City of Vaughan, the Town of Caledon, City of Brampton, City of Mississauga and the Ontario Ministry of Municipal Affairs and Housing for their information.

RECOMMENDATION GC-221-2003:

That the proposed Subdivision Agreement reflect the Region's commitment to reimburse Erin Mills Development Corporation for the construction costs of an oversized 2132.5 metre (6,996 foot) length of 375mm (15 inch) diameter sanitary sewer, and an oversized 139 metre (456 foot) length of 450mm (18 inch) diameter sanitary sewer along Aquinas Avenue, Ridgeway Drive, Middlesex Gate, Churchill Meadows Boulevard and New Tenth Line to be constructed in conjunction with the development of the Churchill Meadows Development Area under approved Capital Projects 02-2130 and 03-2181;

And further, that the proposed Subdivision Agreement reflect the Region's commitment to reimburse Erin Mills Development Corporation for the construction costs of an oversized 638 metre (2,093 foot) length of 400mm (16 inch) diameter watermain along Ridgeway Drive to be constructed in conjunction with the development of the Churchill Meadows Development Area under approved Capital Project 03-1185;

And further, that upon completion of the oversized sanitary sewers in accordance with the performance criteria outlined in the Subdivision Agreement, the Region of Peel reimburse Erin Mills Development Corporation for construction costs to a maximum of $844,665, including applicable taxes, under Capital Projects 02-2130 and 03-2181 as approved in the 2003 Capital Budget;

And further, that upon completion of the oversized watermain in accordance with the performance criteria outlined in the Subdivision Agreement, the Region of Peel reimburse Erin Mills Development Corporation for construction costs to a maximum of $338,778, including applicable taxes, under Capital Project 03-1185 as approved in the 2003 Capital Budget.

MA-C1. 9-1-1 Awareness Week - December 15 - 21, 2003

RECOMMENDATION GC-232-2003:

WHEREAS the 9-1-1 emergency number service is an essential component of our public safety system;

AND WHEREAS, the Region of Peel is continuing with the 9-1-1 Awareness Campaign to focus public attention on the proper use of the 9-1-1 emergency number; explain circumstances which warrant the use of 9-1-1; and communicate the importance of reducing the number of non-emergency and nuisance calls received by 9-1-1;

AND WHEREAS, calling 9-1-1 helps to ensure that the required emergency service is reached as quickly as possible;

AND WHEREAS, the residents of the Region of Peel should become aware of the proper use of the 9-1-1 service for emergencies;

AND WHEREAS, the hard work and dedication of emergency communications has made the 9-1-1 service the exemplary service the residents of the Region of Peel have indicated it to be;

THEREFORE BE IT RESOLVED THAT the week of December 15-21, 2003 be proclaimed 9-1-1 Awareness Week in the Regional Municipality of Peel.

WHEREAS thirty years of research confirms the benefits of high quality child care for young children's intellectual, emotional, social and physical development and later life outcomes;

AND WHEREAS, child care promotes the well-being of children and responds to the needs of parents, child care workers and the broader community by supporting quality of life so that citizens can fully participate in and contribute to the economic and social life of their community;

AND WHEREAS, recent studies clearly show trained and knowledgeable child care workers are the most important element in quality child care, and further that good wages and working conditions are associated with higher job satisfaction and morale, lower staff turnover all of which predict higher quality care;

THEREFORE BE IT RESOLVED THAT November 5, 2003 be proclaimed "Child Care Worker and Early Childhood Educator Appreciation Day" in the Regional Municipality of Peel in recognition of the influence, dedication and commitment of child care workers and early childhood educators to children, their families and quality of life of the community.

Whereas the Regional Municipality of York Council at its meeting on September 11, 2003 adopted Clause No. 6, Report No. 8 of the Transportation and Works Committee requesting the Regional Municipality of Peel to provide sanitary sewer service connection to Frank Mammone at 10335 Highway 50 - City of Vaughan, Region of York and City of Brampton, Ward 10;

Therefore be it resolved that the Region of Peel enter into an agreement with the Region of York and Frank Mammone, being the property owner of the lands at 10335 Highway 50 south of Nashville Road in the City of Vaughan, to provide municipal sanitary sewer servicing;

And further, that the property owner be responsible for all costs associated with sanitary sewer service construction, connection charges and legal disbursements;

And further, that the Regional Municipality of York, City of Vaughan and the property owner be so advised;

And further, that the required documents be executed by the Region's duly authorized signing officers.

That a Notice be circulated to the unit owners of Peel Condominium Plan No. 84 in the City of Mississauga asking if they support the Regional Municipality of Peel constructing a noise attenuation wall on that portion of Regional Road No. 5 (Derry Road West) adjacent to Peel Condominium Plan No. 84 a total approximate distance of 156 metres (512 feet) in accordance with the contribution scheme set out below;

And further, that if 2/3 or more of Peel Condominium Plan No. 84 unit owners consent to the construction, that a noise attenuation wall be constructed on the south side of Regional Road No. 5 (Derry Road West), in the City of Mississauga, adjacent to Peel Condominium Plan No. 84 a total approximate distance of 156 metres (512 feet), at a total estimated cost of $79,560 under Project No. 02-4530;

And further, that the cost of the noise attenuation wall be shared equally between the Region and the unit owners, save that the unit owners shall pay 100% of the cost of the noise attenuation wall wrap around, estimated as follows:

  Region's contribution $35,700
  Unit Owners' contribution (including wrap around) $43,850
  Total estimated cost $79,560

And further, that the amount of $79,560 be allocated to Project 02-4530 from Capital Budget Item 03-4500;

And further, that upon completion of construction of the noise attenuation wall a by-law pursuant to s. 391 of the Municipal Act, 2001, be enacted imposing a fee or charge on the unit owners of Peel Condominium Plan No. 84 such that 100 per cent of the actual cost of the wall wrap around plus 50 per cent of the actual cost of the remainder of the noise attenuation wall is split equally amongst all unit owners of Peel Condominium Plan No. 84, to be paid in one lump sum;

And further, that the required documents be executed by the Region's duly authorized signing officers.
