HO-A2. Mental Health Week - May 5 to 11, 2003

RECOMMENDATION GC-98-2003:

Whereas safe, accessible and affordable shelter is a basic right in the Province of Ontario;

And whereas there are citizens in our community and in communities across the Province who have extraordinary social support needs, including basic shelter, as a result of physical, emotional and/or mental challenges;

And whereas the Peel Mental Health Housing Coalition continues to advocate and work for appropriate shelter opportunities for these citizens within our community;

Therefore be it resolved, that the week of May 5 to 11, 2003 be proclaimed as MENTAL HEALTH WEEK in the Regional Municipality of Peel and that all citizens be encouraged to support the efforts of the Peel Alert in increasing awareness of mental health needs in Peel Region and in challenging attitudes about mental illness in order to help create a more open and supportive work, family and community environment for people dealing with mental illness.

HS-A1. Children's Water Awareness Week, Peel Children's Water Festival 2003

RECOMMENDATION GC-99-2003:

Whereas both surface water and groundwater quality and quantity are essential for life on earth;

And whereas human activities impact the quality and quantity of surface and groundwater;

And whereas the 2003 Peel Children's Water Festival will be held May 29th, 30th, 31st , June 2nd, 3rd, and 4th, at the Heart Lake Conservation Area in the City of Brampton;

And whereas Saturday, May 31st, 2003 will be designated as Public Day, to give the public the opportunity to take part in the Festival;

And whereas up to 5000 Peel elementary school students in grades 2, 3, 4 and 5 will become aware of the importance of protecting, respecting and conserving water resources, the natural environment, and that the Peel Children Water's Festival, empowers them to become harbingers for positive change;

And whereas Peel Public Health, Peel Public Works, and Peel Planning have worked together with many community partners, including the Toronto and Region Conservation Authority and the Credit Valley Conservation Authority, while further developing partnerships with federal and provincial ministries, area municipalities and the private and not-for-profit sectors;

And whereas the goals and objectives of the Festival are consistent with the United Nations' declaration of 2003 as the International Year of Freshwater and the Region of Peel's proclamation of 2003 as the Year of Freshwater;

Therefore be it resolved that the week of May 29th, 2003 to June 4th, 2003 be proclaimed CHILDREN'S WATER AWARENESS WEEK.

RECOMMENDATION GC-100-2003:

That the process for appointment of the citizen member to the Peel Police Services Board (PPSB), as approved in Resolution 97-1220, be undertaken by the PPSB Nomination Ad hoc Committee following the commencement of the 2003-2006 term of Regional Council;

And further, that staff be directed to commence the recruitment process, as approved in Resolution 97-1220, prior to the first meeting of the PPSB Nomination Ad hoc Committee following the 2003 Municipal Election in order to provide the Committee with a list of applicants at their first meeting;

And further, that a copy of the report of the Commissioner of Corporate Services and Regional Solicitor, dated April 14, 2003, titled "Nomination of a Citizen Appointment to the Peel Police Services Board" be forwarded to the Regional Municipality of Peel Police Services Board for their information.

MA-B1. Emergency Preparedness Week - May 4 to 10, 2003

RECOMMENDATION GC-101-2003:

Whereas each year thousands of Canadians are effected by emergencies;

And whereas these situations have an abnormal impact on life, health and property;

And whereas people are often totally unprepared and left helpless in the face of such events;

And whereas the Region of Peel has undertaken a full review of its Emergency Management Plan and departmental sub-plans;

And whereas the Region of Peel is collaborating with local area municipal emergency planning offices and other community agencies to ensure that the safety and well-being of the residents of Peel is safeguarded in the event of a serious emergency or disaster;

Therefore be it resolved that the week of May 4 to 10, 2003 be proclaimed EMERGENCY PREPAREDNESS WEEK in the Regional Municipality of Peel.

That the May 8, 2003 Regional Council meeting convene at 10:00 a.m. instead of 9:30 a.m. to allow Members of Council to attend the Emergency Preparedness Expo at the Bramalea City Centre;

RECOMMENDATION GC-103-2003:

Whereas each year Peel Regional Ambulance Services will respond to approximately 100,000 calls for assistance;

And whereas Paramedics responding to these calls are highly trained and dedicated professionals;

And whereas Paramedics often find themselves in dangerous and traumatic situations requiring spontaneous decision making;

And whereas Paramedics provide a vital pre-hospital service to the residents of Peel;

Therefore be it resolved that the week of May 19-23 2003 be proclaimed PARAMEDIC WEEK in the Regional Municipality of Peel.

That the Region of Peel continue to maintain and operate traffic control signals which fall within the jurisdiction of the Ministry of Transportation Ontario (MTO), within the Region of Peel;

And further, that staff be authorized to execute necessary agreement documents with the Ministry of Transportation Ontario (MTO).

PW-A2. The Gore Road Widening from Queen Street East to Castlemore Road, Project Numbers 02-4035 and 03-4020, RFP 2003-036P - City of Brampton, Ward 10

RECOMMENDATION GC-107-2003:

That the consulting engineering firm, UMA Engineering Limited, be retained to provide detailed design, contract administration and inspection services for the widening of The Gore Road from Queen Street East to Castlemore Road, at an estimated cost of $430,000 under Project No. 02-4035 and $650,000 under Project No. 03-4020 for a total estimated cost of $1,080,000 (including GST);

And further, that Capital Project No. 03-4020, with approved funding of $470,000 be increased by an additional $180,000 to be funded from the Development Charges Reserve R3505;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-A3. Local Improvement Project - Proposed Construction of a Sanitary Sewer on Mississauga Road, Project No. 03-2720 - City of Mississauga, Ward 2

RECOMMENDATION GC-108-2003:

That a 250mm (10 inch) diameter sanitary sewer be constructed on Mississauga Road from the existing sanitary sewer located at the intersection of Mississauga Road and Comanche Road to approximately 172 metres (564 feet) north, ending at House 1503 Mississauga Road, at a total estimated cost of $140,170 (including taxes) under Project No. 03-2720;

And further, that the required funds in the amount of $74,879 be allocated from the Unallocated Wastewater Project No. 02-2000, to be financed by the Capital Financing Stabilization Reserve (R0242);

And further, that the owner's portion in the amount of $65,291 be set up as an external recovery and collected as a special assessment;

And further, that these actions will not affect the Region's debt capacity as this type of financing is considered "self liquidating" by the Province of Ontario;

And further, that the necessary by-law be presented to Council authorizing the undertaking of the works and imposition of a sanitary sewer frontage rate of $285 per meter ($86.87 per foot) plus a one time connection fee of $1,550 per lot, under the Local Improvement Act at the completion of construction;

And further, that the abutting property owners be assessed annually for fifteen (15) years, including an interest rate which shall be determined at the time a by-law is enacted;

And further, that property owners be given the opportunity to commute the special assessment by advance payment at any time during the fifteen (15) year period;

And further, that the Regional Clerk forward a copy of this Council Resolution and a "Notice to Amend" the tax rolls of the petitioned owners to the area municipality;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-A4. York/Peel Boundary Area Transportation Study (BATS) Final Report Sign-Off - City of Brampton, Wards 9, 10 and 11

RECOMMENDATION GC-109-2003:

That the recommendations of the Commissioner of Public Works and the Commissioner of Planning, dated May 31, 2002, titled "York/Peel Boundary Area Transportation Study (BATS) Final Report - City of Brampton, Wards 9, 10 and 11", and presented at the June 20, 2002, General Committee meeting be accepted as follows:

"That the long-term transportation network and short term road network recommended by the York / Peel Boundary Area Transportation Study (BATS) be endorsed;

And further, that staff be authorized to file the Environmental Study Report (ESR) for the short-term road improvements in accordance with the requirements of the Environmental Assessment Act;

And further, that staff be authorized to begin discussions with the Region of York, City of Brampton, City of Vaughan, Ministry of Transportation of Ontario (MTO) and affected developers/ landowners for cost sharing and implementation of the short-term road improvements;

And further, that the Regional Clerk be requested to send copies of the subject report to the Ministry of Transportation of Ontario, the Ministry of the Environment, the Clerks of the City of Brampton, the Town of Caledon, the Region of York and the City of Vaughan for information."

That the consulting engineering firm, KMK Consultants Limited, be retained to provide design and contract administration services for upgrades to the Lorne Park Water Treatment Plant under Project No. 03-1913, at an estimated cost of $323,615 (excluding applicable taxes) in accordance with Purchasing By-law Number 62-2001.

RECOMMENDATION GC-112-2003:

That Regional Council endorse Recommendations 1-8 in the second report of the Housing Supply Working Group, entitled "Creating a Positive Climate for Rental Housing Development through Tax and Mortgage Insurance Reforms," and released by the Government of Ontario in November 2002;

And further, that Regional Council ask the Minister of Municipal Affairs and Housing to request that the Housing Supply Working Group involve municipalities in the development of a third report which will discuss local solutions in the production of affordable rental and ownership housing.

RECOMMENDATION GC-113-2003:

That Council authorize the issuance of a Request for Proposals (RFP) for rental housing projects to be developed on a modified design/build basis to take advantage of a possible provincial pilot program;

And further, that submissions be restricted to proposals intended for Peel Living ownership and management;

And further, that the Chief Administrative Officer be authorized to negotiate agreements with successful RFP proponents subject to Council approval.

(TELUS Mobility) as Licensee, for antenna space on the Region-owned Snelgrove Water Tower located on Mayfield Road, west of Hurontario Street, described as Part of the East Half of Lot 17, in Concession 1 West of Hurontario Street, in the City of Brampton, designated as Part 1 on Reference Plan 43R-3966, be approved;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

2. Staff Reports

a) Association of Municipalities of Ontario's (AMO) Recommendations on Revising Social Assistance Programs

Seconded by Councillor Iannicca;

That Regional Council endorse AMO's Ontario Child Supplement Proposal, as highlighted in Appendix I attached to the report of the Commissioner of Social Services, dated May 5, 2003, titled "Association of Municipalities of Ontario's (AMO) Recommendations on Revising Social Assistance Programs" as amended;

And further, that the Regional Chair write to the Premier of Ontario and congratulate him for including in the April 2003 Speech from the Throne the following observation and commitment:

"Because no child should live in poverty or depend on welfare, your government will provide a special benefit to meet the unique needs of children who require a helping hand. In the coming weeks, your government will unveil further details of this enriched and compassionate benefit."

And further, that the Regional Chair include in his letter to the Premier the recommendation that the government adopt AMO's recommendations on revising Social Assistance programs as the framework on which to construct the proposed changes to children's benefits in Ontario;

And further, should the government implement the changes recommended, that any municipal savings resulting from such changes be reinvested in services to assist families with low income in Peel maintain employment, as outlined in Section 3 of this report;

And further, that the Chair's letter and subject report be sent to the Minister of Community Family and Children's Services, Region of Peel MPPs, AMO and the Ontario Municipal Social Services Association (OMSSA).
